This project involves a number of design phases for the different areas on the site. The enabling work commenced in December 23, and will see the main spine road and services constructed ahead of the first housing project scheduled for the summer of 2025.

HJALTLAND HOUSING ASSOCIATION - NORTH STANEYHILL DEVELOPMENT

INTRODUCTION

With the support of the Scottish Government the Association acquired a site within Lerwick on the North side of the Staneyhill back in 2015 which will enable it to increase the supply of affordable housing in the area. It is envisaged that up to 350 properties could be developed over a period of 10 – 15 years. The majority of the new homes will be rental accommodation but the site will also provide opportunities for those who wish to move into low cost home ownership via shared equity housing and rent-to-buy properties. Plots may also be made available for sale to private individuals able to self-build or commission works without grant assistance.

The combination of social and private housing will provide jobs and accommodation for those already living in Shetland as well as incoming key workers. This will unlock Lerwick’s growth potential which has been constrained due to a shortage of developable sites.

MASTERPLAN

The Association successfully commissioned a Masterplan for the site which was adopted by the Shetland Islands Council as supplementary guidance to its local development plan in March 2018. The master planning process considered the proposal to build housing on the site and included a very successful community consultation which utilised the Space Standard Tool with support from Architecture & Design Scotland. The Masterplan documents can be found here on the council's Planning Department local development page.

The Masterplan documents set out various design considerations and coding that must be used to inform the more detailed proposals for the site. It is envisaged there will be three or four design phases required to fully develop the site with the initial one covering the terrace area and main road network. Each design phase will involve further community and stakeholder consultations on the proposals with a view to making the North Staneyhill and wider community a vibrant, safe, and desirable place to live. It should be noted however that all consultations will be forward looking and will not be revisiting previous decisions.

DESIGN (Phase 1)

Terrace and Infrastructure, including the spine road and green corridor

Following the adoption of its Masterplan the Association commissioned the next phase of design for the terrace and main infrastructure and the following consultants have been appointed:

The design and consultation processes are now underway including initial discussions with various stakeholders. There will be further community consultation as part of the planning process and it is anticipated a planning application for the housing on the terrace, main road (including all necessary services) through the site will be submitted in the spring/summer of 2020. The construction of the infrastructure and housing will follow once all statutory approvals and funding is in place with overall completion for this phase anticipated in the summer of 2025.

DESIGN (Phases 2 - 4)

The Escarpment, the Plateau and the Bowl

The design for these stages has not yet been commissioned. However the main services and infrastructure being designed under Phase 1 take into account the requirements of these areas.
